Chisamba MP arrested

The Anti- Corruption Commission (ACC) has arrested Chisamba Member of Parliament Moses Muteteka for corrupt practices involving hammer mills, bicycles and solar panels.

Mr Muteteka was arrested today and charged with eight (8) counts of abuse of authority of office contrary to section 99 (1) of the penal code Act chapter 87 of the laws of Zambia and one (1) count of theft contrary to section 272 of the penal code Act chapter 87 of the laws of Zambia.

This is contained in a press statement made availed to ZANIS by ACC Public Relations Manager Timothy Moono.

Mr Moono said that Mr Muteteka faces six counts of theft by public servant.

He said in count one to six, Mr Muteteka on dates unknown but between 1st January 2010 and 31st December 2011, in Chibombo district of the Central province and being a person employed in the public service as an MP for Chisamba constituency as well as Deputy Minister of Local Government and Housing, jointly and whilst acting together with other persons unknown, abused the authority of his office by giving  to wrong people hammer mills he obtained from Gender in Development Division (GIDD), meant for the Chisamba constituency.

Mr Moono disclosed that Mr Muteteka gave the said hammer mills to his family members an act which was arbitrary and prejudicial to the interests of the government.

 

He noted that those that received the hammer mills include Mr Muteteka’s sisters Rosemary and Elidah Mulongwe, others are his grandfather Daniel Lyatumba of Mwapwa village of Kapiri Mposhi district and his nephew Isaac Paso of Kangalangala villgage in Kanakantapa of Chibombo district.

Others are Terry Milambo of Chitanta village in Chikonkomene area in Chisamba and his sister in law Fallace Chito of Kangombe village in Keembe constituency.

Mr Moono said in count seven Mr Muteteka on dates unknown but between 1st January 2011 and 31st December 2011 in Chibombo district jointly and whilst acting together with other unknown persons, did abuse the authority of his office by procuring using Chisamba Constituency Development Funds (CDF) 26 bicycles, two solar panels, one solar inverter, one solar regulator and one solar battery from SARO Agro industrial Ltd without following the laid down CDF guidelines.

He added that in count eight Mr Muteteka is believed to have on dates unknown but between 1st July and 31st August 2011 directed the Chibombo district council to purchase six hammer mills from SARO Agro industrial Ltd the highest bidder without following tender procedures.

Mr Muteteka in the last count is being charged with theft particulars of the offence are that on dates unknown but between 1st January and 31st December 2011 in Chibombo jointly while acting together with other persons unknown did steal one hammer mill bearing engine number Id2.1006.07 1100037 and mill number 8146, the property of Chibombo district council.

Mr Moono further stated that Mr Muteteka has denied the charges and will appear in court soon.

And in a related development, the ACC has today arrested a driver at First Quantum Minerals (FQM) in Solwezi for corrupt transactions by private persons involving KR1,000 (K1 million).

Mr Moono said Greenwell Wilson Kamonga was arrested on allegations of corrupt solicitation of KR1,000 and receipt of KR750 contrary to section 20(1) of the ACC act 3 of 2012 chapter 91 of the laws of Zambia.

He explained that it is alleged that between 13th June and 21st June 2012 Kamonga jointly and whilst acting together with other unknown persons, corruptly solicited for the said KR1,000 from a job seeker of Solwezi and actually received KR750 cash gratification from the named job seeker.

The money was an inducement or reward for him in order to facilitate her employment at FQM, a matter or transaction concerning FQM, a private body.

Kamonga has been detained at Kyawama Police Station in Solwezi and will appear in Court soon.

Eastern Province minister in road accident

astern Province Minister Malozo Sichone this afternoon narrowly  escaped death when the vehicle he was travelling in careered off the road after hitting a cyclist on the Chipata/Mfuwe road.

Mr Malozo and three others escaped unhurt in the accident which occurred about 3 kilometers from the Chipata central business district around 13:30 hours while the cyclist who was unconscious was rushed to Chipata General Hospital.

According to Eastern Province Administration Head Messenger Justine Mwale who was with the minister when the accident occurred said, the driver of the Mitsubishi Pajero registration number GRZ 131 lost control when he tried to avoid hitting the cyclist who wanted to make  a turn at a junction with  Katopola road.

Mr Mwale said the confused cyclist’s movements on the road also contributed to the vehicle driver hitting him as both eventually went the same direction.

He explained that the cyclist who was carrying a passenger ignored hooting by the driver of the minister’s vehicle, a situation that led to the accident.

He stated that the passenger of the bicycle escaped unhurt as he jumped off the bicycle.

Meanwhile, Permanent Secretary Emmanuel Mwamba who rushed to the scene of the accident shortly after it occurred said Mr Malozo was involved in the mishap while on his way to the airport to escort Defence Minister Geoffrey Mwamba who was in the district to officially open a Youth training programme at Chiwoko’s Zambia National Service (ZNS)training camp in Chipata.

And Mr Mwamba bemoaned increased number of road traffic accident involving cyclists in Eastern province.

Mr Mwamba observed that the province had continued to be among the provinces with the highest rate of road traffic accidents.

He attributed the increased number of such accidents to the narrow state of the road which he said could not adequately accommodate increased traffic of both vehicles and cyclist.

The Permanent Secretary also noted that people were not observing traffic rules and regulations in the province.

However, Mr Mwamba disclosed that government intended to widen roads in future construction to address the situation.

He said for now, government was carrying out sensitization programmes through the Road Transport and Safety Agency (RTSA) to teach the cyclists and other road users on the need to observe traffic rules and regulations

RTSA saddened by death of 9 people in a road accident

Kapiri Mposhi jan 10th Accident

Road Transport and Safety Agency (RTSA) Chief Executive Officer (CEO) Zindaba Soko has expressed sadness at the death of nine people who perished on the spot in Kapiri Mposhi in a road accident yesterday.

The accident occurred after a Marcopolo bus collided with a Toyota Hiace minibus killing nine and leaving seven people with injuries.

Mr. Soko said it was sad that many people die just because of a single individual not taking proper consideration of rules and practices on the road

He was speaking in Lusaka today.

He stated that RTSA had embraced a zero tolerance stance to road unworthiness and would not relent to enforce adherence to proper driving rules.

He appealed to motorists, bus operators and the general public to be cautious as they travel to protect their lives.

Police Spokesperson Elizabeth Kanjela yesterday confirmed the accident which happened around 15:00 when the driver of the Hiace minibus tried to overtake a Rosa Mini-bus but encountered a head-on collision with the oncoming Marcopolo bus.

Ms. Kanjela revealed that Police and Kapiri Mposhi Hospital personnel rushed to the scene to attend to the injured and took them to the hospital together with the dead.

The seven that were injured have been admitted to Kapiri Mposhi district hospital for treatment.

The minibus, whose registration number is ACM 2334, was travelling from Kapiri Mposhi to Ndola while the Marcopolo Scania bus, registration number ABG 7403 was heading to Kapiri Mposhi from Ndola.

Gate charges for Zambia-Norway game not high-FAZ

The Football Association of Zambia (FAZ) has maintained that gate charges for Chipolopolo’s friendly match against Norway tomorrow, 12th January were still affordable for every Zambian.

Several soccer fans have raised concern over the charges for Zambia’s farewell match before the 2013 Africa Cup of nations (AFCON) which kicks off on 19th January in South Africa.

The soccer fans said the charges were too high for a friendly game.

FAZ president Kalusha Bwalya said the entry ticket prices were affordable as they were ranging according to the stands at the stadium.

He told ZANIS in an interview today that FAZ has had consistent ticket prices for several years now and therefore, people should not only complain now.

Bwalya explained that FAZ came up with the charges for tickets after careful consultation with stakeholders and considering various factors such as overcrowding and ticket fraud.

He added that the football governing body did not want to have a stampede because of low ticket prices or have empty seats at the Levy Stadium if the prices were high.

The FAZ president said he was concerned with the welfare of fans and was looking into measures to safeguard their interests.

He expressed confidence that people would turn up in numbers to support their beloved Chipolopolo team especially that this was the first time a European team was playing in the country after a long time.

Bwalya assured Zambians that Chipolopolo would be win tomorrow’s game following massive training and good preparation employed by the Coach Herve Renard

VIP tickets are selling at KR500 (K500, 000) with seats on the lower deck costing K250 (KR250,000) while K200 (KR200) will be for the upper stands.

For the east lower deck, the charge is KR200 (K200, 000) per person while the upper deck is fetching KR150 (150,000) and KR50 (K50,000) all round for the north and south seats.

 

Mbala farmers complain over delayed Fertilizer distribution

Over two hundred farmers in Mbala have not yet received their fertilizer for this year’s farming season.

The farmers who stormed ZANIS office this morning complained that their crops which have reached the stage of applying top dressing fertilizer will go to waste.

The visibly annoyed farmers said they had wasted a lot of money on transport coming to the boma with the view of collecting the fertilizer from Nyiombo Investment depots.

The farmers lamented that promises by Nyiombo Investment officials to give them the farming inputs have yielded no results.

They also said some farmers have only received urea without D. Compound fertilizer.

The Farmers are now appealing to government to intervene in the matter to avert wastage of crops and resources they spent on cultivation.

Efforts to get the comment from the District agriculture Co-coordinator failed by press time.

Govt. releases funds to rehabilitate bridge

Government has released (K185 million) KR185,000 re-based  to rehabilitate the Sichikwenkwe bridge that links the township to Kalomo Boma.
District commissioner, Omar Munsaje disclosed the release of the funds to ZANIS in Kalomo saying the rehabilitation works of the bridge are to be undertaken immediately through the Road Development Agency (RDA).

Mr. Musanje said this comes after an outcry from motorists and the general public over the dilapidated state of the bridge.

 

He thanked Disaster Management and Mitigation Unit under the office of the vice president for responding positively to the matter.

He said a bill of quality has so far been drawn to address the issue.

Meanwhile, Chief Simwatachela of the Tonga speaking people of Kalomo has thanked President Michael Stata for awarding his chiefdom and the entire Mapatizya constituency district status (Zimba district)

In a letter addressed to the Head of State and copied to both the local district and provincial administration in Southern province, the Traditional Leader stated that he was proud and delighted with the unfailing efforts by the president to take development closer to the people  as opposed to the old system of governance.

“I want to thank you for awarding Mapatizya constituency a district status in the name of Zimba district covering the whole of my chiefdom, As a chief  I have without reservation , accepted this Zimba district  and I have given out vast area of my land on which the required infrastructure for the new Boma will be located. The actual area will be known after the surveyors have done their works,” part of the chief’s letter read in part.

And a cross section of society interviewed by ZANIS said they preferred the administrative centre for Zimba district to be in Kabanga area in an effort to bring development to remote areas as opposed to put it at Zimba sub centre along the Kalomo- Livingstone road.

Of late, speculations over the administrative new Zimba administration block has attracted protracted decision by stakeholders on where the Boma should be located.

MTN agent dies in accident

A 25 year old MTN agent in Solwezi died on the spot after his motor cycle hit into a pillar of the Solwezi River foot bridge last night.

North-Western Province Deputy Provincial Police Commissioner, Bonny Kapeso identified the deceased as Shadrick Kafupi of Zambia compound in Solwezi.

Mr. Kapeso said Mr Kafupi, who was riding a motor cycle, registration number ACT 1977 belonging to MTN Solwezi Branch, met his fate when the motor bike went off the left side of the road and hit into the pillar of the footbridge.

He said Mr Kafupi died on the spot after he fell off the motor bike and sustained several body injuries around 21:00 hours last night.

Mr. Kapeso said the motor bike had a broken rear left indicator and the left side view mirror.

Mr Kafupi’s body is lying in Solwezi General Hospital mortuary awaiting post-mortem.

Govt. releases K1 billion for construction of Bus Terminus

Government has released K1 billion (KR1 million) to Kasama Municipal Council towards the construction of a bus terminus and maintenance of markets.

Minister of Local Government and Housing Emerine Kabanshi said she is optimistic that the Council in the area would do a good job by ensuring that the funds are utilized for the intended purpose.

Ms. Kabanshi said this when she paid a courtesy call on Kasama Mayor Francis Kombe at his office in Kasama today.

The Minister pointed out that utilizing the money for intended purpose was important as it would make people appreciate the efforts that government was making.

Ms. Kabanshi stressed the need for the local authority to utilize the funds properly so that government continues to release more funds towards other major projects.

She has since urged the Council to ensure that the money is used in a transparent manner for the benefit of the people in the area.

Meanwhile, Northern Province Minister Gerry Chanda has appealed to the Ministry of Local Government to allow the Provincial Administration to choose the township roads that need to be worked quickly.

And Kasama Mayor Francis Kombe has called on government to further increase funding to Kasama Municipal Council for the continued development of infrastructure in the area.

Mr. Kombe pointed out that it was cardinal to have enough funds as it would allow the local authority foster service delivery for the benefit of the people in Kasama.

Andeleki quits to pursue other interests

In a statement released yesterday, Mr. Andeleki thanked members of the public for “the unwavering support rendered to him during his service.”
“I wish to inform the nation and members of the public at large that I have resigned from my position as chief registrar of societies, the position I cherished so much to serve the nation at another level,” Mr. Andeleki said.
He did not shed light on his preferred occupational interests.
He also thanked the church and civil society organisations for the support rendered to him.
“I have no doubt in my mind that this agency of government will still continue to seek higher heights even in my absence,” he said.
Mr Andeleki further thanked the appointing authority for trusting him with such an office.
“I must say it has been with great pleasure to me and my family to have served the nation in this very important public position,” Mr Andeleki said.
He was appointed chief registrar on December 1, 2011 and is known for having de-registered the opposition MMD in March last year, among other issues.
He de-registered the party after it failed to pay close to K400 million statutory debts dating as far back as 1991.
Mr Andeleki was dragged to court and the MMD won the case but he collected the money.
