Govt. urges Kaoma District to open up

Government has advised Kaoma District Council to open up the district  to enhance development in the area.

 

Local government and Housing minister Forrie Tembo says the council should seriously consider opening up the district for economic activities in the area.

 

He said the council should  allocate more plots for the residents using the Land Development Fund for even the vulnerable people in the area to acquire land.

 

ZANIS reports from Kaoma that the minister said this  his ministry handed over a KR200, 000 cheque for the improvement of  some shanty compounds in the district of Western province.

 

“ I urged the council in Kaoma district to open up land for the people through the land development fund so that poor people who cannot manage to buy plots at the current prizes offered by the local authority could also be covered on cheap land, ‘ he said.

 

He however, cautioned  all council employees and councilors, alike,  to avoid the illegal selling of plots without following stipulated procedures saying that anyone who would be found will face the wrath of the law.  

 

He also said that government will construct 10 houses for the council in order to reduce on the shortages of accommodation adding that soon Kaoma will have street lights at a cost of KR 200,000.00.

 

Last year, government through DANNIDA and western water and sewerage company awarded a K3.2 billion (old currency) to Logical systems to overhaul the water reticulation system in Kaoma district which is scheduled to be completed by the end of June this year.

Construction works at  Nakonde One Stop border post resumes

Nakonde, January 7, 2013, ZANIS — Government has directed that construction works at the   Nakonde one stop order post by the initial contractor China Jiangxi Construction Company be resumed.

Buildings department Chief Architect Officer, Geoffrey Phiri said this when he handed over the project to China Jiangxi yesterday at the Nakonde Customs Yard.

China Jiangxi company site manager Xie Liang says works on the project which were abandoned in 2011, starts next month.

Mr. Liang said the project, which had reached roofing level before being abandoned, is expected to be completed and handed over to the Government in December this year.

 Meanwhile, Nakonde district commissioner James Singoyi says he is happy that the construction of the abandoned project has finally resumed.

Mr. Singoyi says construction of the one-stop border once completed will enhance revenue collection as well as increasing and improving service delivery to the public.

The Rupiah Banda led government terminated the project, started 2009.

Later the project was handed over to a private investor called five Borders Crossing Company under a Private Partnership programme (PPP).

However, PF Government reversed this arrangement after winning the 2011 tripartite elections and gave back the contract back to China Jiangxi Construction Company to continue with the construction works.

Zimbabwean national appears in court over smuggled cigarettes


Siavonga, February 7, 2013, ZANIS —-  A 34 year old man of Zimbabwean national yesterday appeared in the Siavonga magistrate court for smuggling 999 bricks of Pacific brand cigarettes.


Before magistrate Bartolommeo Kaongo was Custon Charakupa of chief Masosvo in Makoni district who stood charged with one count of smuggling contrary to section 149  as read with section 156 of customs and exercise act chapter 322 of the laws of Zambia.


However the case failed to take place for trial as the other accused person in the matter was not before court but sick and was in the hospital admitted.


Meanwhile magistrate kaongo since set 5th march, 2013 for trial and the accused persons bail were extended.
Particulars of the offence alleged that on 7th December, 2012 while in Siavonga district Charakupa and Mwachazondida Nyakasvipa a Zimbabwean bus driver with intent to defraud the government or invade any regulation as to importation jointly and whilst acting together with other unknown persons did bring 999 bricks of pacific cigarettes from Zimbabwe to Zambia,  the
importation of which  is restricted by customs and exercise act.

Gyan mourns another failed Nations Cup mission

Lusaka, February 7, 2013, ZANIS —-  Ghana captain Asamoah Gyan has expressed disappointment at another missed opportunity to end their search for an African title since 1982. 


Gyan and his teammates could not progress from the semi-final barrier for the second consecutive time as they lost 3-2 on penalties to Burkina Faso on Wednesday night in Nelspruit. 

It was a match the Black Stars did very little to win despite taking a first half lead courtesy Mubarak Wakaso's penalty-kick. 

But striker Aristide Bance snatched the equalizer for Burkina Faso on the hour mark after they had piled incessant pressure. 

Ghana were lucky not to have lost the match in regulation time and also in extra-time due to some controversial decisions from Tunisian referee Slim Jedidi against Burkina Faso. 

Jedidi disallowed a legitimate goal scored by Burkina Faso, sent off danger man Jonathan Pitroipa for diving when the Rennes midfielder was in actual fact fouled inside the box. 

Gyan admitted the Black Stars were outplayed on the night and congratulated the Burkinabe’s for securing a historic final berth. 

"We came here to win but it is rather unfortunate we lost this game. I think the better side won and we lost by penalty shoot-outs. I would say the luckiest side won," Gyan in a post-match conference.

"We are really sad at the moment. It’s normal.

"There is a third-place coming on and definitely we would be down but we would psyche ourselves up and make sure we go for the third-place."

Gyan and his teammates must pick themselves up for Saturday third-place match against Mali in Port Elizabeth.

Ahmed Musa's goal is for unborn son

Lusaka, February 7, 2013, ZANIS — Ahmed Musa has told MTNFootball.com his first AFCON goal in Nigeria's 4-1 win over Mali on Wednesday is for his unborn son.

"I dedicate my first ever goal at the Nations Cup to my unborn child. I am expecting him next month,” a delighted Musa said.

“I am happy with the goal and the victory was massive for us. We deserved it."

The CSKA Moscow star got married in Kano about a year ago.

Musa, who was a second-half substitute coming on for Victor Moses, scored a beautiful goal after he was superbly set up by Mikel Obi, promised Nigerian fans to expect the trophy on Sunday at the expense of surprise team Burkina Faso.

"My target and that of the team has been to win the trophy, now that we are in the final, it is the trophy Nigerians should expect from us. They should continue to pray for us,” he said.

UPND saddened by PF’s withdrawal from commitment document

Lusaka, February, 07, ZANIS…The opposition United Party for National Development (UPND) has expressed regret at the decision by the ruling Patriotic Front (PF) to withdrawn its signature from a document pledging violent free campaigns and elections in Livingstone and Mpongwe parliamentary by-elections.

Party Deputy Spokesperson Cornelius Mweetwa said it was sad that the PF refused to commit itself to a document adding that this stance is contrary to the demands of the electoral practices in Zambia.

Mr. Mweetwa told ZANIS in an interview in Lusaka that the move by the ruling party was not to the best interest of the Zambia people.

He said Zambians do not embrace violence during elections because they want to choose their leaders in a peaceful manner.

He explained that the document was non-legal and it only demands that all political parties that are participating in the by-elections should denounce violence during and after their campaigns in the forthcoming elections in Livingstone and Mpongwe in Southern and Copperbelt provinces.

Mr. Mweetwa said UPND remained committed to non violent campaigns and elections not only in Livingstone and Mpongwe but even in the future elections.

 

The other political parties taking part in the Livingstone and Mpongwe by-elections are MMD and UPND which have since appended their signatures to a document pledging violent free elections.

Some PF officials in Livingstone had signed the commitment document without consulting their superiors hence the withdrawal of the signature on Tuesday.

Southern province PF secretary Brian Hapunda announced the PF’s withdrawal of the signature from a document it had earlier signed to commit the party and other parties to conduct violence-free campaigns in Livingstone and Mpongwe. 

Mr. Hapunda said the PF has been a victim and not a culprit in previous political violence hence it did not need to commit itself to the document.

 He accused UPND of being behind violent attacks on PF in Rufunsa and Livingstone by-elections last year.

Grandmother sues  daughter and husband for negligence

Chinsali, February 7, 2013, ZANIS — a grandmother in Chinsali district of Muchinga Province has sued her  daughter and son –in- law in the Chinsali magistrate court for negligence.

And a 26- year- old bricklayer in Chinsali District of Muchinga Province  has been fined KR3000 or in default serve an 18- months imprisonment with hard labour for theft.

This is in a matter involving a 52- year- old Dyness Bwalya who has sued Elizabeth Kampamba and Ernest Chimfwembe, all of Cheswa Village in Chief Nkula’s’ area in Chinsali district of Muchinga Province.

Particulars of the offence were that on unknown date but between September 1 and December, 2012, Kampamba and Chimfwembe jointly and while acting together did fail to provide necessities to their children contrary to section 169(A) of the penal code chapter 87 of the laws of Zambia.

Bwalya told the court that on different occasions she observed that her grandchildren were not properly taken care of by the parents who she approached but never changed their attitudes towards their own children.

Ms. Bwalya narrated that on two occasions, she involved a civic leader to talk to the couple.

The duo pleaded not guilty to the charge leveled against them and the matter has been adjourned to February 19, 2013 for continuation of trail.

And a  26- year- old bricklayer in Chinsali District of Muchinga Province  has been fined KR3000 or in default serve an 18- months imprisonment with hard labour for theft.

Appearing before magistrate Chanda for judgment yesterday Daison Bwalya who was charged with one count of theft contrary to section 272 cap 87 of the laws of Zambia

Bwalya pleaded guilty to the charge. as grandmother has sued her daughter and son –in- law in the Chinsali magistrate court for negligence.

Facts presented before the court were that on a date unknown but in January this year, Bwalya jointly and whilst acting together with others did steal three (3) metal bars valued at KR 255 the property of Gift Chishala at the New Town square

In passing judgment, Magistrate Chanda said the court had found Bwalya guilty as charged and convicted him accordingly.

Magistrate Chanda said stealing will never be an alternative to earning that which one wants in life.

 He said the best Bwalya could have done was to ask the complaint if he could be allowed to get the items in question on credit.

The magistrate further said what the court had established that the accused person had intentions to deprive the owner of the metal bars permanently.

Magistrate Chanda said the courts will not tolerate stealing and that people must strive to live a decent and a problem- free life.

 In mitigation Bwalya pleaded with court to exercise maximum leniency on him adding that he was suffering from tuberculosis (T B).

Magistrate Chanda said the court has head what Bwalya had said in his mitigation but that the offence committed was serious and therefore, needed to be taught a lesson in order to deter other would-be offenders would- be offenders.

Govt budgets for providing health services closer to the people

Ministry of Health Deputy Minister, Christopher Mulenga, says government has set aside substantial amounts of money to take health care services as close to the people as possible.

Mr Mulenga said it is one of the Patriotic Front (PF) government’s plan to build at least 650 health posts and district hospitals and provide meaningful health care services to all citizens.

The health Deputy Minister was speaking yesterday when he addressed Ministry of Health officials in Kaoma on his tour of the district’s infrastructure and pharmaceutical.

Mr Mulenga acknowledged that Zambia is still far away in meeting international standards on infrastructure, personnel and drugs.

He, however, noted that for Zambia to achieve its goal meaningfully on health there is need for government to invest more on training personnel in line with the new technologies that have flooded their profession.

 

Mr Mulenga sad currently Zambia has a deficit of front line health service providers, a situation which has resulted in some health centres being run by unqualified personnel.

However, Kaoma District Commissioner, Joster Manjolo, informed the Deputy Minister that people of Kaoma are happy with government’s plan on decentralization policy in the Ministry of Health.

Mr Manjolo said Kaoma district has a total of 381 health personnel against the existing six houses.
He explained that a plot for the construction of staff houses was identified but complained that the Ministry of Works and Supply has taken too long to respond so that they can proceed with the building.

 

The DC observed that the delay in the completing the New Kaoma General Hospital can be attributed to lack of seriousness by contractors engaged by officials from Lusaka.

He said it has been difficult for the district health team to supervise works as the contractors prove to be difficult in the absence of the people that contracted them.

Mr Manjolo further mentioned that Kaoma district has a number of challenges ranging from lack of a stand-by generator set to poor communication network to health centres dotted across the district.

 

He further stated that Kaoma district only has three vehicles which are being used as utility vehicles and ambulances at the same time.

Mr Manjolo said in some areas officers are still using motor bikes which are not fit for transporting patients.

 

55 illegal Zambian fishermen arrested in DRC

Fifty-five fishermen believed to be Zambians have been detained by authorities in the Democratic Republic of Congo (DRC) after they were caught fishing illegally on Lake Mweru.

Nchelenge District Commissioner, Joseph Chisakula, confirmed the development to Zambia News and Information Services (ZANIS) in Nchelenge today.

Mr Chisakula said the 55 men were captured in two separate incidents by Congolese marine soldiers after they were found fishing on the Zambian side of the Lake. He said the first batch of 27 fishermen was apprehended from Kashilu village on January 17, this year, while the latest group of 28 fishermen was picked up from Chinsamba and Kabeke villages on Kilwa Island on January 30, 2013.

The District Commissioner explained that the exact identities of the apprehended men have not been established. He said information received so far is that 27 of the fishermen were initially detained in the DRC’s Kashobwe area but were later flown to Kipushi where they have been detained. Mr Chisakula said 12 of the fishermen have been detained in Nkole while the remaining 16 have been detained at Kilwa Mulenga Island.

He said government is engaging its Congolese counterparts in an effort to secure the release of the fishermen. Mr Chisakula took a swipe at the fishermen for engaging in illegal fishing activities, saying, government has been spending huge sums of money each year in securing the release of fishermen caught fishing illegally. He, urged the fishermen to consider diversifying their economic activities by also engaging in activities such as crop production and animal husbandry. The Zambian and Congolese governments, which enforce the fishing ban simultaneously, have made an agreement to conduct joint patrols of Lake Mweru. However, fishermen have complained that Congolese soldiers individually stray into Zambian waters to apprehend Zambian fishers.
