Delayed funds stalls projects in Chadiza
Chadiza, May 6, ZANIS ——– Projects that were approved under Constituency Development Fund (CDF) last year in Chadiza district have not taken off due to delayed approval of money by the Ministry of Local Government and Housing headquarters in Lusaka.
A check by ZANIS in Chadiza found that most contractors that were awarded the contracts have already mobilised their resources but that what remained was for government to release the money so that works can begin.
At Robbie Basic School the foundation for a 1X3 class room block has already been done and the community have also mobilised the upfront materials but money was not available for the construction of the project.
Last year government released one Billion Kwacha CDF to all local authorities in the country but directed that moneys’ should only be used once approved by the Minister or Permanent Secretary under the Ministry of Local Government and Housing in Lusaka.
However, early last month government announced that councils can start utilizing the CDF but no circular has been written to that effect and councils in the districts have continued to sit idle as no project is running due to lack of funds.
The move has since angered contractors and the community who have demanded that government should decentralize the whole system so that approvals can be done at district levels.
