Mwense is erratically funded – DC
Mwense , February 20th, 2014, ZANIS —- Mwense District Commissioner (DC) Mumba Mushitu has expressed concern over erratic funding to most government departments in the area.
Mr. Mushitu said that most government departments which receive funding from Provincial Accounting Unit (PACU) of Luapula province complained of either erratic, inadequate or lack of funding.
The DC expressed the concern when he went round government offices to familiarize himself with their operations and challenges.
He said in an interview that lack of funds hinders most government departments from effectively implementing government programmes.
The DC said government workers are implementers of policy directives but wondered how the implementation can be done without adequate funds.
Mr. Mushitu however assured the departments that government of the Patriotic Front (PF) is not sitting idle but has started coming up with measures to address the challenges.
He said so far, government has began the implementation of decentralization policy which he said once fully implemented, the issue of erratic and inadequate funding will be a thing of the past as departments will receive funds directly according to their budgets.
The departments visited include Forestry, Social Welfare, Community Development and Zambia News and Information Services (ZANIS) whose common challenges were lack of funds, office equipment, shortage of manpower, office accommodation among others.
