Edgar Lungu reshuffles Permanent Secretaries

I have made some reshuffles at Permanent Secretary level and appointed two new office bearers at the Ministries of Finance and Justice respectively.

I have appointed Mr Mulenga Emmanuel Pamu as the new Permanent Secretary in charge of budget and economic affairs at the Ministry of Finance taking over from Mrs Pamela Kabamba who moves in the same capacity to the Ministry of Home Affairs to be responsible for the Commission for Refugees, Immigration, Archives and Registrar of Societies.

I have promoted Mr Andrew Nkunika from director to the post of Permanent Secretary responsible for Legislative Drafting at the Ministry of Justice.

I have elevated Dr Martin Mtonga’s position of National Coordinator of the Smart Centre Zambia to the level of Deputy Secretary to the Cabinet. Nomenclature of the post remains the same.

I have transferred Ministry of Tourism and Arts Permanent Secretary Dr Liya Mutale to the Ministry of Community Development and social welfare swapping her with Rev. Dr. Haward Sikwela.

I have also swapped the Ministry of Sports, Youth and Child development Permanent Secretary, Mrs Agnes Musunga with her counterpart at the Ministry of Works and Supply Mr Joe Kapembwa. I have transferred Professor Elwyn Chomba from Ministry of Home Affairs to the Ministry of Health for further deployment.

My decisions are in accordance with Article 92 (1) of the Constitution of Zambia. All the changes take immediate effects.

  1. Liya Mutale this is good for her. She used to like touring without invitation . She is too much. Job well done on this one though she is Christian for Lungu . But Lungu wants people to work not just tour. Go to Mrs Kabanshi .
