Speaker clears Kambwili over UNZA bursaries

An excerpt of the broadcast recording of the Lusaka Star radio programme on UNZA Radio which was discussing the issue of students bursaries has revealed that Youth and Sport Minister Chishimba Kambwili did not say that government will do nothing on the bursaries fiasco at UNZA during his contribution to the programme as claimed by UPND Choma central Member of Parliament Cornelius Mweetwa.

Ruling on a point order raised by Mr Kambwili on 1st October, 2014 in which he sought the Speaker’s ruling on whether Mr Mweetwa was in order to mislead the house by suggesting that in his contribution to a live phone-in discussion programme on UNZA Radio he stated that government will do nothing on the non award of bursaries to numerous first students who had been enrolled at the University of Zambia, Speaker of the National Assembly Patrick Matibini said after obtaining listening to the recording of the discussion programme in question, he has established that Mr Kambwili did not make such remarks as claimed by Mr Mweetwa.

Dr Matibini says it is clear that in his contribution to the discussion Mr Kambwili suggested possible government solutions to the bursary problem which he considered sustainable.

He says Mr Mweetwa’s suggestion that Mr Kambwili said government will do nothing on the current fiasco on bursaries at the University of Zambia was not accurate.

Meanwhile Dr Matibini has advised Members of Parliament that matters that occur outside the House should not be brought to Parliament but remain and be concluded outside the house.

The Speaker notes that the remarks by Mr Kambwili were made on a live phone-in radio programme on UNZA Radio,and that Mr Mweetwa had an opportunity to respond to Mr Kambwili on the same platform but did not do so and instead chose to raise a point of order in the house.
