Mungwi, Sept 16, 2014, ZANIS….. Local Government Deputy Minister Fourie Tembo has directed Mungwi Council to immediately resolve the land encroachment issues at Mungwi Technical Secondary School.
Mr. Tembo issued the directive after touring the encroached land yesterday.
The deputy minister has however advised the local authority in Mungwi to work with traditional leaders to control the unplanned developments taking place in the area.
He said traditional rulers were custodians of much of the land in Zambia hence they were critical stakeholders and needed to be engaged in land to ensure a more coordinated approach to development.
Mr. Tembo said it was the responsibility of the local authority to ensure that people did not encroach into state land.
He also said construction works should conform to the set standards for orderly development in the district.
And addressing scores of council workers earlier, the deputy minister who was accompanied by acting council secretary Gladys Bwalya charged that the council was not doing much in service provision.
Mr. Tembo added that the people were not to blame for the mismatch in information especially pertaining to land acquisition and development procedures.
Over the issue of non-payment of salaries for division four council employees, the deputy minister was quick to point-out that local authorities needed to raise their own funds to pay instead of relying on government all the time.
Mr.Tembo said he was aware that some councils had very poor revenue bases and were finding it difficult to raise money for the wage bill for the workers.
He however said councils needed to streamline their operations to ensure they raised their income levels such as through introduction of ground rates and other levies as provided for in the Local Government Act.
Mr. Tembo said as a way of assisting councils, government decided to lift the burden of paying salaries for Division One , Two and Three council employees in order to make it easy for the authorities to pay the Division Four workers.
