“Very soon we will run advertisements to call on communities to submit their applications for considerations under the 2013 CDF funds,” Mr. Masiye said.

ZANIS reports that the Council Secretary  was speaking in an interview in Siavonga District, today.

And the Nchelenge District Council in Luapula province has not utilized KR 3000 from the 2012 CDF allocation.

Speaking during the same interview, the Council Secretary Mabvuto Masiye disclosed that about three hundred thousand kwacha rebased from the 2012 allocation has not yet been disbursed.

Mr. Masiye said the funds were allotted for the loan facility to the Nchelenge District Cooperative Union (NDCU) and blamed the delay in disbursing of the money on modalities.

“The project design is very much okay and the National Savings and Credit Bank (NATSAVE) has shown willingness to enhance the loan recovery capabilities by building the capacity of the NDCU members,” he said.

He also said since the project design and the loan recovery measures are plausible, it is imperative for the NDCU to speed up the appraisal process in order for the people to start accessing the loans.

He explained that the project design has empowered the NDCU to receive the applications from interest groups and appraise them while his office will only deal with the issuance of cheques upon receipt of application.
