Political parties urged to be factual in their campaigns

 

Kapiri Mposhi, February 2012, ZANIS – Political parties contesting in the two ward by-elections in Kapiri Mponshi District have been advised to be factual in  their campaigns.

 

Kapiri Mposhi District Electoral Officer, Mpande Hamwende has noted that it is saddening that some political parties participating in the ward by-elections in the area were accusing some public officers of working against them.

 

Mr. Mpande who is also Kapiri Mposhi District Council Secretary, said public officers were impartial and will not favour any political party in an election adding that political parties should not blame public officers for their failure to successfully campaign and win elections but willfully concede defeat in an election.

 

During a District Conflict Resolution Committee Meeting today Mr. Mpande said some political parties participating in the Mpunde and Luanchele ward by-elections were accusing the Local Authority of disruptive action to discourage people from voting for them.

 

Some political parties have accused the council of confiscating Television sets and solar panels from electorates in Luanchele ward upon failure for them to pay for trade licenses.

 

The parties accuse the Council of working against them discourage people from voting for their candidate.  

 

But Mr. Mpande said the council was not seizing property from individuals who fail to pay for trade licenses describing the reports as malicious.

 

He said the licensing of business outlets by the council was an ongoing exercise in the district.

 

The CS said as a result of the complaint the local authority as since withdrawn its licensing officers from the wards until the elections were held.

 

The PF, MMD and UPND have successfully fielded candidates in the by- elections slated for 28th February.

 

The by- elections were necessitated by the resignations of MMD Mpunde Ward Councilor, Bernard Liteta and Lunachele’s independent councilor, Mushima Bizwel who defected to the ruling party earlier.

 

The ruling PF have since re-adopted the former councilors to re-contest their seats on its party ticket respectively.

 

The UPND have fielded Hamwene Victor in Luanchele and adopted Kwele Harry for Mpunde ward while the MMD have adopted Mulinda Denis and Sisonga Goodson for Luanchele and Mpunde wards.
