Mwanamwambwa calls for quick dispensation of cases
Kabwe,12th January,2015.ZANIS —- The Judiciary has embarked on a new Justice dispensation policy of ensuring that all cases filed in court are disposed of without unnecessary delays and adjustments.
And Senior Superintendent and Officer in-charge for Mukobeko Maximum Prison Hastings Chilombe bemoaned the high levels of congestion in the Prisons.
Acting Deputy Chief Justice Marvin Mwanamwambwa revealed this development at this year’s ceremonial opening of the criminal session of the Kabwe High Court in Kabwe.
Justice Mwanamwambwa says that justice dispensation involves a number of stakeholders such as the Zambia Police, the Prisons Service, National Prosecutions Authority and the Legal Aid Board among others.
The Acting Deputy Chief Justice said it is a common perception that the failure by any of these institutions in ensuring the taking off of a matter in court is failure by the judiciary.
, To some extent, it is true because courts are supposed to drive the process. That is why courts have been firm in dealing with stakeholders in a quest to ensure that we all play our roles effectively to ensure that justice is not delayed, he said.
He said that although a lot has been made to achieve the core function of the judiciary, it is noted that the number of cases, both criminal and civil being brought to Kabwe High Court continued to increases.
Justice Mwanamwambwa, revealed that from January to December 2014, 448 cases criminal cases including appeals were filed for hearing, 348 were disposed of while 31 and 32 have been cause-listed for this and the next sessions respectively.
Speaking earlier, Senior Superintendent and Officer in-charge for Mukobeko Maximum Prison Hastings Chilombe bemoaned the high levels of congestion in the Prisons.
“ Majority of detainees in the prisons are sexual and juvenile offenders, “ Chilombe said.
The Officer-In-Charge assured Kabwe High Court Judge In-Charge Marvin Siavwapa that rations for prisoners were adequate in the region.
