Lands Minister, Mwansa Kapeya says government will not subscribe to donor-aid conditions that are at variance with the Zambian Constitution.
Mr. Kapeya says this is so because President Michael Sata has been categorical on the need to scrutinize and analyze funds received as aid for projects in Zambia.
The Minister said this in Cancun Mexico shortly after attending a high level council meeting for the fifth session of Global Environment Facility- GEF- .
ZNBC’s Inutu Mwanza reports that Mr. Kapeya is among other delegates from 183 countries who are attending the Fifth session of the Global Environment Facility, an entity that has been funding projects in many countries world wide.
Since the inception of the Global Environment Facility in 1991, Zambia has received 45 point 2 million dollars for twenty national projects that range from climate change projects, agriculture and biodiversity
