The Foundation for Democratic Process (FODEP) has charged that the lack of a proper constitution in the country has paralyzed the functions of Parliament to hold the executive to account.

FODEP Executive Director Macdonald Chipenzi says parliament in its current format is unable to hold government accountable even when things are not going right because of a weak constitution in place.

Mr. Chipenzi says people are able to go to Parliament and tell lies yet they are not held accountable for that.

He says when people tell lies on the floor of parliament it creates problems for the whole country.

He says there is need for a proper constitution to be put in place to govern the nation, stating that Zambians cannot continue to allow things go wrong simply because of a weak constitution.

Mr. Chipenzi has further urged government to give the people of Zambia a constitution, stating that it has been long overdue.
