Chaos in parliament: Chikwanda almost beaten

Alexanda Chikwanda

QUICK action by Parliament security yesterday prevented Katombora member of Parliament (MP) Derick Livune (UPND) from charging towards and physically attacking Minister of Finance Alexander Chikwanda while he was winding up debate on the motion to “Increase amount outstanding at any one time on domestic and external loans”.

Some UPND MPs were infuriated by Mr Chikwanda’s remarks that the UPND has never had a leader outside Southern Province and that the Patriotic Front (PF) is the only party which has exclusivity of leadership.

This infuriated Mr Livune who stood up, removed his jacket and charged towards Mr Chikwanda but quick action by security personnel blocked him while on the other side of the House, Solwezi West MP Teddy Kansonso (UPND) also charged towards his Mufumbwe counterpart Stephen Masumba but Parliament security managed to separate the two law-makers.
Speaker of the National Assembly Patrick Matibini ordered Mr Chikwanda to withdraw his statement and the minister explained himself.

And Parliament adopted the motion for the House to authorise Mr Chikwanda to increase by statutory instrument (SI) the maximum amount outstanding at any one time on external loans raised outside Zambia and payable over a period of more than one year from K60 billion to K160 billion after Dr Matibini subjected it to a vote.
The outcome was 79 MPs voting in favour of the motion while 30 voted against it.

  1. One thing i have noticed is that politicians are responsible for divisions. As leaders whether in opposition or ruling party, people have to be mindful how they speak or come out. And one of the things right now which we are fighting with is the evil of tribal remarks. Avoid certain words or remarks. The atmosphere is not good politically and certain remarks need to be avoided. Wisdom needs to be applied on how people come out and say things. Lets have productive debates. Questions like how do we ensure that the monies we are getting will be channeled in production purposes? How do we create an enabling environment that creates a transparent fiscal policy and financial discipline and accountability. This childish talk will not benefit us. The redemption of the debt whether its a redeemable one or irredeemable one will not be their responsibility but generation to come. Just present your proposal without mentioning tribe or people or parties.

  2. I have always said it that UPND is a violent party. Caders cant stop violence because the UPND leadership is violent as you can Der from what happened in parliament. These guys hate the truth. What Hon. Chikwanda said is true. UPND has always been lead by one tribe.

  3. But honestly there are alot of parties in Zambia why should it be UPND to answer to Chikwanda’s call? I smell a rat.
