Decentralization plan receives kudos

Ndola, January 13, 2015, ZANIS —The Center for Good Governance has commended government for implementing the long awaited Decentralization plan aimed at fostering development.

Center for Good Governance president Patrick Mnthanga said this in a statement released to ZANIS in Ndola today.

Mr. Mnthanga said the move if well coordinated would largely foster development at local levels where decision making and citizen’s participation in all development undertakings will be able to bring the local people’s needs on board.

He said the implementation of the Decentralization policy would also create a clear mandate for authority ties between the Town Clerk and District Commissioners whose roles he said had been overlapping and in some cases resulted in political influence overriding the development process.

“However, there is need for a well established decentralization that will consider an establishment of a defined structure with a communication to strengthen the systems of policy harmonization,” he said.

Mr Mnthanga added that policy integration to embrace decentralization will work sustainably to benefit the local people in all spheres of sector development.

Mr. Mnthanga said there is also need to orient government workers on how best the decentralization strategy should operate to deliver the required development.
