ZAF officer convicted

Lusaka, Aug 21, 2014, ZANIS–The Lusaka Fast track court on traffic offences has convicted and sentenced a Zambia Air Force officer  for driving under the influence of alcohol.

Road Transport and Safety Agency (RTSA ) acting senior manager Fredrick Mubanga confirmed the development in a statement to ZANIS in Lusaka today.

Mr Mubanga said Mate was charged by the Road Transport and Safety Agency after he caused a road traffic accident near State House recently.

Earlier Mr. Mate’s Lawyer Valentine Kabongo raised preliminary issues that the RTSA has no authority to conduct an arrest.

Pursuant to the Judgement of the Subordinate Court delivered by the Honourable Magistrate Madam Fydes Hamaundu, the court ruled that section 157 (2) of the Road Traffic Act gives powers to RTSA Road Traffic Inspectors to effect an arrest without warrant.

She stated that under the Road Traffic Act, the powers given to the police and the RTSA are the same.

Mr. Mate has been convicted and fined K2,500 for driving under the influence of Alcohol, K2,000 for Dangerous Driving, K900 for driving a motor vehicle without a valid road tax and K300 for driving a motor vehicle without a valid certificate of fitness.

In default Mr. Mate will serve a jail sentence of six months simple imprisonment concurrently.
