ZAWA accountant in court for theft

-A Zambia Wildlife Authority (ZAWA)

Assistant Accountant has pleaded not guilty in the Lusaka Magistrate to

14 counts of fraudulent false accounting and theft by public servant

contrary to the Laws of Zambia.

 

Memba Ngulube ,39, is also jointly charged with Andrew Sampa ,41, a chartered

accountant in two of the counts for fraudulent false accounting contrary to section

326 chapter 87 of the laws of Zambia and theft by public servant contrary to section to

272 and 277 chapter 87 of the Laws of Zambia.

 

When the matter came up for plea before Magistrate Wendy

Chibesakunda, the accused denied committing the offences in question.

 

In the first count, Memba is charged with fraudulent false

accounting contrary to section 326 chapter 87 of the Laws of Zambia.

 

Particulars of the offence are that on November 5 2012, Memba

being employed by ZAWA as an assistant accountant with intent

to defraud did make a false entry on cheque no 011272 purporting to

show that K14m (K14, 000)  was paid to Steria Mwanza

instead of K4m (4,000).

 

In the second count, Memba is charged with theft by public servant

contrary to section 272 and 277 Chapter 87 of the Laws of Zambia and

it is alleged that on November 5 ,2012 he stole  K10m

cash (K10,000) the property of the government of Zambia which came

into his possession by virtue of his employment.

 

In count three, Ngulube is charged with fraudulent false accounting

contrary to the laws of Zambia.

 

It is alleged that the accused on November 5, 2012 with intent to defraud

did make a false entry on

cheque no 011271 purporting to show that K17.5m(K17,500)was

to be paid to Lizzie Sinkala instead of K7.5m(K7,500 ).

 

In the 4th count, the accused is charged with theft by public servant

contrary to the Laws of Zambia and is alleged to have stolen K10m

cash(K10,000) property of the government of Zambia which came

into his possession by virtue of his employment.

 

And in count five, Ngulube is charged with fraudulent false accounting

contrary to the laws of Zambia and it is alleged that on

November 14, 2012 with intent to defraud Ngulube did make a false entry on

cheque no 011317 purporting to show that K17.8m(K17,800)was

to be paid to Lutangu Mulope instead of K7.8m(K7,800).

 

In count six, Ngulube is charged with theft by public servant contrary

to the Laws of Zambia and it is alleged that he did

steal K10m cash(K10,000) property of the government of Zambia

which came into his possession by virtue of his employment.

 

And in count seven, the accused is charged with fradulent false

accounting contrary to the laws of Zambia and it is alleged that

Ngulube on November 19,2012 with intent to defraud did make a false

entry on cheque no 011297 purporting to show that

K14.520m (K14,520)was to be paid to Emmanuel Sakuwaha  instead

of K4.520m (K4,520 ).

 

In count eight, Ngulube is charged with theft by public servant

contrary to the Laws of Zambia and it is alleged that the accused

person did steal K10m cash (K10,000) property of the government

of Zambia which came into his possession by virtue of his employment.

 

In the nineth count, the accused is charged with fradulent false

accounting contrary to the laws of Zambia and it is alleged that

Ngulube on November 22, 2012 with intent to defraud did make a false

entry on cheque no 011385 purporting to show that K14.520 (K14,520) was to

be paid to Mike Kanchuulwe instead of K4.520m (K4,520).

 

And in count ten,Ngulube is charged with theft by Public Servant

contrary to the Laws of Zambia and it is alleged that the accused

person did steal K10m cash(K10,000) property of the

government of Zambia which came into his possession by virtue of his

employment.

 

In the eleventh count, Ngulube is charged with fradulent

false accounting contrary to the laws of Zambia and it is alleged that

the accused on November 27,2012 with intent to defraud did make a

false entry on cheque no 011387 purporting to show that K19m(K19,000)

was to be paid to Mike Kanchuulwe instead of K10m (K10, 000).

 

In count twelve, Memba Ngulube and Andrew Sampa are jointly charged

with theft by public servant contrary to the Laws of Zambia and it is

alleged that on Novermber 27,2012  the two  did steal K10m

cash(K10,000) property of the government of Zambia which came

into their possession by virtue of their employment.

 

And in the thirteenth count, Ngulube is charged with fradulent false

accounting contrary to the laws of Zambia and it is alleged that the

accused on December 17,2012 with intent to defraud did make a false

entry on cheque no 011494 purporting to show that K18.8m(K18,800)

was to be paid to Chabala Chiyaze instead of K8.8m (K8, 800).

 

 

In count fourteen, Ngulube and Sampa are jointly charge

for theft by Public Servant contrary to the Laws of Zambia and it is

alleged that on December 17,2012  as an assistant accountant and

accountant respectively jointly and whilst acting together did steal

K10m cash(K10,000 ) the property of the government of Zambia which

came into their possession by virtue of their employment.

 

And the court recorded a plea of not guilty on all the 14 counts of

fraudulent false accounting  and theft by public servant for Ngulube

and two counts by theft by public servant for Sampa.

 

The matter has since been adjourned to March 24,2014 for commencement of trial.
