ACC nabs Chipata Municipal Council Town Clerk for cheating

The Anti-Corruption Commission has arrested and charged Chipata Municipal Council Town Clerk Ekan Chingangu for Cheating Contrary to Section 311 of the Penal Code Cap 87 of the Laws of Zambia.

ACC Public Relations Manager Timothy Moono says details are that between 1st October, 2010 and 31st December, 2010, Mr. Ekan Chingangu aged 53, of house number 510020, Luangwa Road, in Chipata, fraudulently wrote a letter to Monze District Council recommending Namiye Kawanga for employment, and introducing her as a permanent employee for Mazabuka Municipal Council when in fact, she was an internee.

Mr Moono says Mr. Chingangu further induced Monze District Council to pay a total of K44, 904,107.66 to Ms. Kawanga.

Mr Moono says the Commission has also arrested Namiye Kawanga for three counts of Forgery, Uttering and Obtaining Pecuniary Advantage by False Pretences.

He says details are that Ms. Kawanga, 25, a Machine Operator, of Garden House in Lusaka with intent to deceive, made a false pay slip of Mazabuka Muncipal Council for the month of December 2010 contrary to Section 347 of the Penal Code Cap 87 of the Laws of Zambia.

He says in the second count, she is charged with Uttering a False Document contrary to Section 352 Cap 87 of the Laws of Zambia.

Mr Moono states that this is in a matter were Ms. Kawanga uttered a false Mazabuka Municipal Council pay slip to Monze District Council.

He adds that in the third count, Ms. Kawanga is charged with Obtaining Pecuniary Advantage contrary to Section 309 A (1) (2) (c) Cap 87 of the Laws of Zambia, in a matter were she dishonestly obtained employment with Monze District Council.

The duo has since been released on Bond and will appear in the Mazabuka Magistrate Court on 24th January, 2014.
