The Energy Regulation Board (ERB) has increased the price of petroleum products by K1.20 for petrol and K3.04 for diesel while the price of paraffin has been reduced by 65 ngwee effective midnight today.

The new price for one litre of petrol is K22.74 from K21.54 while that of low sulfur diesel is K26.16 from K23.12 and a litre of kerosene will now cost K16.06 from K16.71.

Jet A-1 fuel will now cost K26.69 per litre from K26.50.

ERB Board Chairperson, Reynolds Bowa announced the adjustment of the pump price of petroleum products at a press briefing in Lusaka today.

Mr. Bowa further announced that the board has also commenced the full regulation of retail price of Jet A -1 at airports, which will be determined by applicable prices on a monthly basis.

He stated that the regulated Jet A-1 price has been set at K20.69 per litre for the month of October,2022.

Mr. Bowa said the regulation on Jet A-1 prices have been necessitated by the need to attain regional competitiveness.

He noted that the changes in the pump prices and the posted airfield price are due to trends in the global petroleum prices and the exchange rate of the United States dollars to the Zambian Kwacha in the period between the last and the current price review.

“Specifically, international oil prices continued to decline due to the global slowdown. This is aimed at concerns of inflationary pressure worldwide, anticipated slowdown of global economic growth and continued fears of global recession,” he explained.

Mr. Bowa further said during the review period, the Zambian Kwacha continued to appreciate mainly due to increased supply of foreign exchange on the market on the backdrop of the continued positive market sentiments following the conclusion of the International Monetary Fund (IMF) package in August 2022.

He explained that since the last price review in August, the Kwacha appreciated month on month by 3.23 percent from an average of K16.12 per United States dollar to K15.60 per United States dollar.

“In September 2022, government issued statutory instrument No.59 on value added tax (VAT) and No.44 of 2022 on customs and excise duty in order to restore taxes on Petroleum products which were revised in January 2021. The taxes which have been restored are excise duty and VAT,” Mr. Bowa said.

The ERB Board Chairperson said the government has restored excise duty from K0.64 per litre to K2.07 per litre while VAT has been restored from zero percent to 16 percent on petrol.

Mr. Bowa added that on diesel, the government has also restored excise duty from zero Kwacha per litre to K0.66 per litre while VAT has been restored from zero percent to 16 percent.

He said this is in line with ERB pricing mechanism, the combined effectiveness of the charges in the three factors exchange rate, international oil prices and taxes which has resulted in the determined charges in the national uniform pump prices for October.

Findaly arrived at DEC around 09 hours and proceeded to the DEC building in the presence of his lawyers.

On behalf of the United Party for National Development (UPND) , and on my own behalf, I wish to announce the suspension Saul Mwale Cornhill from the party with immediate effect for allegedly insulting the University of Zambia student populace, including the graduates.

The UPND wishes to distance itself from Mr . Cornhill’s statement circulating on social media.

In view of the foregoing, Mr. Cornhill is not allowed to take part in any party activities or speak on behalf of the party.

It should be noted that the University of Zambia is a flagship of this country, and the highest institution of learning in Zambia.

UNZA is not only ranked number 18 in Africa but is a world class recognised reputable University competing, with international universities.

Thus for anyone to reduce the University to a mere institution is not only disrespectful to government that runs it but Is also an insult to the head of state who is a graduate of the University of Zambia.

On behalf of the party, we sincerely apologise to the University of Zambia students and graduates.

We therefore wish to warn all members of the party to desist from issuing remarks which bring the party and government into disrepute.

Members of the UPND and indeed the public ought to be reminded that the UPND is premised on discipline and the rule of law.

My office will not tolerate indiscipline among the party members.

The Football Association of Zambia (FAZ) wishes to inform its members and stakeholders that Chipolopolo coach Aljosa Asanovic has resigned.

Asanovic who was appointed on January 15, 2022, as Chipolopolo head coach has since communicated his resignation to FAZ.

FAZ General Secretary Adrian Kashala says Asanovic had sent his resignation from his home country after snubbing all efforts to resolve the matter through a roundtable.

“Following weeks of fruitless efforts to get the coach to return to his workstation and resolve contractual matters, we have been notified by Mr Aljosa Asanovic through his lawyers that he has quit his position as Zambia National Team Head Coach,” Kashala says.

“Understandably, after failure to meet some of the key performance indicators and propensity to leave his workstation after every international assignment made his position untenable.”

Kashala says FAZ welcomes Asanovic’s desire to accelerate the matter to FIFA to seek closure.

“We welcome Mr Asanovic’s desire to report the matter to FIFA as we equally want finality on the matter especially in the claim for remuneration for the period one is absent from work,” he says.

Kashala says FAZ in consultation with government and other stakeholders will announce the next steps in due course.

Asanovic has been in his native country since Zambia lost 1-0 at home to Mozambique on July 30 to crash out of the Algeria 2023 African Nations Championship (CHAN) qualifiers.

We regret to announce the suspension of passenger services in Zambia due to the occurrence, on 22 September 2022 at 09:45 hours, of a train accident involving a freight train (Train No. A779, Loco No.3009/3019) operated by African Inland Container Depot (AFICD), a Tanzanian based private railway operator with “Open Access” rights on the TAZARA infrastructure.

The train, comprising two locomotives and 26 wagons, was transporting 1,414 metric tons of cargo from the Port of Dar es Salaam to Ndola, Zambia. 

The accident happened on a curve at KM-1004, between Msanza and Kapwila Stations in Zambia, where 19 wagons capsized resulting in track damages involving 520 railway concrete sleepers and 52 rails. 

There were no injuries to human life and investigations have been opened to determine the cause of the accident.

Consequently, therefore, the section between Msanza and Kapwila is temporarily closed for repairs and passenger services between Kasama and Nakonde shall remain suspended until further notice.

The Authority is working around the clock to ensure that normal train services are restored as quickly as possible.

The Drug Enforcement Commission (DEC) through its Anti-Money Laundering Investigations Unit (AMLIU) has re-arrested former Presidential Press Aide Amos Chanda and former Road Transport and Safety Agency (RTSA) boss Zindaba Soko on corruption charges following a nolle prosequi that was entered by the Director of Public Prosecutions (DPP) in 2020.

In May, 2020, the State entered a nolle prosequi in a case where Mr. Chanda and two others were dragged to court on allegations of corrupt practices.

DEC on Thursday announced that it had re-arrested the two for Corrupt Practices by a Public Officer Contrary to Section 19 (1) as read with Section 29 (1) of the Anti-Corruption Act No. 3 of 2012 and Money Laundering Contrary to Section 7 of Prohibition and Prevention of the Money Laundering Act No. 14 of 2001 as amended by Act 44 of 2010.

DEC Public Relations Officer Mathias Kamanga said Mr. Chanda and Mr. Soko are currently on Police bond and will appear in court soon.

“The Drug Enforcement Commission (DEC) through its Anti-Money Laundering Investigations Unit (AMLIU) has re-arrested Amos Chanda and Zindaba Soko following a nolle prosequi that was entered by the Director of Public Prosecutions (DPP) in 2020.The Commission has re-arrested Amos Chanda the former Presidential Press Aide of House No. 67 ELM Road, Woodlands and Zindaba Soko the former Road Transport and Safety Agency (RTSA) Director of Plot No. 15345M Libala South for Corrupt Practices by a Public Officer Contrary to Section 19 (1) as read with Section 29 (1) of the Anti-Corruption Act No. 3 of 2012 and Money Laundering Contrary to Section 7 of Prohibition and Prevention of the Money Laundering Act No. 14 of 2001 as amended by Act 44 of 2010,” Mr. Kamanga said.

“Details of the matter are that between 1st August 2017 and 31st May 2019 the duo being public officers engaged in corrupt practices in which Mr. Amos Chanda was paid a total of $106,000.00 while Mr. Zindaba Soko was paid a total of $110,000.00 in their personal accounts as gratification by Mr. Walid El Nahas, Director of Intelligent Mobility Solutions LTD (IMS) for the award of a concession agreement for the provision of advanced Road Safety Management Solutions and Services through a Public Private Partnership (PPP) awarded by the RTSA to IMS Ltd. The two have since been charged for money laundering involving the respective amount each received,” he added.

This matter in which the state had entered a nolle had undisclosed reasons had Walid El Nahas, the former director of Intelligence Mobility Solutions (IMS) jointly charged with Mr. Chanda, and former Road Transport and Safety Agency (RTSA) chief executive officer Zindaba Soko on allegations of corrupt practices and being in possession of 21,000 USD.

When the matter came up in May 2020 state prosecutor Sipholiano Phiri told Chief Resident Magistrate Lameck Mwale that the state was discontuing the matter against all three accused persons through a nolle prosequi.

“The matter was scheduled for continuation of trial. However, the court was informed that the state has discontinued the matter against the accused persons through a nolle prosequi. We are most obliged,” Phiri said at the time.

Chanda who had maintained a low profile since his resignation as State House Press Attache when contacted for a comment expressed relief.

And when asked on what next Mr. Chanda laughed away and would not give a response.

Mr. Chanda resigned as State House Spokesperson on June 6th, 2019 stating that he was considering pursuing other political careers.

His resignation came as a shock to many who speculated on reasons for his resignation.

On November 14th 2019 the Drug Enforcement Commission arrested Mr. Chanda and charged him with corrupt practices by public officer and receiving property suspected to be proceeds of crime all of which the state has today entered into a nolle

LGBTQI practice further divides Zambia

LUSAKA, (CAJ News) – THE Lesbian, Gay, Bisexual, Transgender, Queer and Intersex Life (LGBTQI) practice is deepening tensions in Zambia.

It is further dividing political rivals, raising differences in the church and threatens to culminate in a government crackdown against these members of the community.

Friction heightened this week amid criticism that the ruling United Party for National Development (UPND) and President Haikande Hichilema were “downplaying” the issue.

Critics believe this is in contrast to the hardline stance by the previous Patriotic Front (PF) administration of Edgar Lungu.

On Monday, the government however broke its silence on the issue through a statement by Chushi Kasanda, the Minister of Information and Media, who is also the chief government spokesperson.

“Government wishes to reaffirm that LGBT practice is illegal in Zambia. The law is clear on this matter,” the minister stated.

“Government, therefore, warns that anyone found practising or promoting any of the said acts is liable to prosecution in the Courts of Law,” Kasanda said.

Kasanda dismissed allegations by critics and the opposition that the government supports homosexuality.

“The accusations are unfair and unfounded,” she stated.

“Government has been consistent, before and now, in office, that it does not support LGBT,” she said.

Kasanda said police and other law enforcement agencies were active and engaged in pursuing cases of LGBT “whenever and wherever” they are reported.

“I wish to stress that this government has a duty to promote, protect and defend the interest of the Zambian people,” she insisted.

Hichilema, in a social media post this week, made similar sentiments.

“Our position on this issue has been very clear and consistent from our days in opposition. We must focus our energy in addressing pressing issues affecting our people and not be detracted,” the president stated.

PF however differs.

It was in power until 2021 when UPND won elections.

Antonio Mwanza, PF spokesperson, raised qualms in a radio interview.

“The President says the issue of sodomy; homosexuality is not a pertinent national issue,” Mwanza was quoted.

“It is in that statement. He (Hichilema) says he will not be distracted from pertinent national issues,” the opposition spokesman said.

LGBT has divided the church.

Bishop John Mambo of the Chikondi Foundation, argued homosexuality and sodomy were not urgent matters.

This is in stark contrast to the position by other religious leaders, among them Archbishop Alick Banda of the Lusaka Archdiocese.

“The law enforcement agents and the President, who took oath to protect the Constitution seem to be paying a blind eye (to LGBT incidents),” Banda stated.

Banda denounced last Friday’s reported arrest of some citizens during a protest against homosexuality and sodomy in the country.

He has come under criticism.

“It is visibly clear that Archbishop Alick Banda is using the church as a tool to discredit the current government,” alleged Mwiba Mwiba, good governance and disability rights activist.

He encouraged the Archbishop to “come down the holy altar and join politics.”

“Let him (Bishop Banda) leave the church to play its instrumental role it has always played in the development of this country,” Mwiba said.

Mambo also said he had been “astonished” by Banda’s statement.

“I am further perplexed and don’t know whether to term it theological, doctrinal or political,” Mambo stated.

Mambo argued Banda was championing a doctrine of animosity against Hichilema and divisive theologies that turn citizens against each other.

Brian Chota Sampa, petitioning the police on behalf of “Concerned Citizens” reveled they would march to State House on September 28 against “the rise of unnatural act of homosexuality.”

Zambia criminalises same-sex acts through sections of the Penal Code Act Chapter 87.

These also outlaw “attempts to commit ‘unnatural offences’” and “acts of ‘gross indecency’ between men and between women.”

Zambia has been tense since the Lusaka July festival, held in the capital city earlier in September.

Members of the LGBT community were in full force.

PR Girl Media, organisers of the controversial Lusaka July, are now planning the Beerville festival also in Lusaka.

It mentioned a dress code.

“Please come dressed as your GENDER, we don’t want any trouble,” read a PR Girl Media invitation to the event.

Zambia has re-opened the crop marketing season beyond the 31 August deadline and wants more purchases for maize, soya beans, paddy rice, wheat, among others to guarantee the country’s food security.

The Food Reserve Agency-FRA had by 25 August this year mopped and bought over 133 million tons of maize, against the projected minimum of 170,000 metric tons, soya beans, 35,232.30 metric tons against a Minimum of 1,500 metric tons and paddy rice accounted for 89.84 metric tons against 1,000 metric tons from the small holder farmers.

The purchases, in which the agency paid the small holder farmers a staggering ZMW 529 million (US$79,350) for Maize, Soya beans and Rice was part of the crop purchasing programme,  FRA Executive Director,  Chola  Kafwabulula told state television-ZNBC.

A total 244,922 metric tons was bought for maize at K312 million with the maize valued at 881 million. Soya beans was the much sought after crop during the just ended but ere-opened crop marketing season in the history of the Agency,  recording K217 million Kwacha for 80,000 metric.

A total of K276, 000 was spent on purchasing 322 metric tons at a value of K2 million. Agriculture minister Reuben Mtolo, said the Government has extended   the crop marketing period after it closed at the end of August following overwhelming demand by the farmers to allow them to sell their various harvests to the agency.

The decision follows a directive by President Hakainde Hichilema during a recent cabinet meeting for the Ministry and the FRA to collaborate and reopen the market and procure more food grown in the countryside.

The food and store to safety to avert panic in the event of shortages caused by demand from neighbors and other factors-including post-harvest losses which have been honored. All farmers selling their crops to FRA would be paid promptly.

And the agriculture minister has disclosed plans to sign contracts with six selected suppliers to supply the farming inputs under the 2022/2023 farming season. The selected suppliers-who are directly connected to the production of fertilizer-are expected to start the distribution of the inputs to the farmers countrywide to avoid delays.

The Ministry of Agriculture  plans to use a number of different data systems available in the country to ensure that the clean up of the Fertiliser Input Support Program-FISP beneficiary list is undertaken expeditiously to avert losses to ‘ghost farmers’.

In a related development, the Zambia Compulsory Standards Agency -ZCSA- has refuted reports that some locally manufactured fertilizer has been rejected based on standards, says spokeswoman, Caroline Kalombe in a statement. Fertilizer remains a product subject to compulsory standards and is regulated by the Agency.

By implication, all manufacturers and importers of the commodity are required to comply with requirements of relevant compulsory standards.  The Agency plans to conduct periodic testing of the fertiliser produced and ensure continued compliance by all with requirements of relevant compulsory standards.

The Electoral Commission of Zambia (ECZ) has attributed the increase in people going to register in the continuous voter registration exercise in Chinsali and Muchinga Province as a whole to continuous sensitisation.

ECZ Corporate Affairs Manager, Patricia Luhanga, said voter education is at the centre of the commission’s operations.

Ms. Luhanga said the commission has therefore solely dedicated a voter education officer at every centre to help with sensitisation in a bid to capture as many people as possible.

She said the continuous voter registration exercise that the commission has embarked on in all the ten provincial centres is progressing on well.

Ms. Luhanga disclosed this in a telephone interview with the Zambia News and Information Services (ZANIS) in Chinsali today.

She said the voter registration centre in ChinsaIi, which was performing poorly initially, has seen a rise in the number of people going for various services.

She explained that from June 1 to 31st August, 2022, the cumulative total for Chinsali stands at 186 newly registered voters, saying 112 are males and 72 females.

“The reason for us as a commission to introduce the continuous voter registration is to provide and convince those that are turning 18 years and above and those that did not have an opportunity to register as a voter to do so now before the nation goes into an election period,” she said.

Ms. Luhanga said the registration of voters is a constitutional right for every individual, who is eligible to register.

She added that it is the hope of the commission that people will take advantage of and utilise the continuous voter registration programmes that have been taken closer to them.

The ECZ Corporate Affairs Manager has since called on the media to increase the levels of sensitisation on the ongoing voter registration exercise.

Ms. Luhanga said the media is key in this exercise that will see the commission register more people in all the provincial centres.

And some residents in Muchinga province are grateful to government for ensuring that the exercise is continuous.

Toana Munyenyembe of Choshi area, who recently got her voters card for the first time, has described the process as quick and comfortable.

Ms. Munyenyembe said there is less congestion at the centre and has since urged all eligible persons to ensure that they register as voters so that they can participate in any election.

“I am happy that I have registered as a voter and process is fast,” she said.
