———— The Public Service Management Division (PSMD) is working on transforming the Human Resource Departments (HRD) in government by moving them to where they would meet the expectations of the public.
PSMD Human Resource Director Lubasi Sakwiba disclosed at a workshop held at the Minister’s Provincial Hall in Mongu that PSMD wants to transform the Human Resource Departments in a way that should be able to change the mind sets of the workers.
Mr. Sakwiba revealed that there was need for Public Service Human Resource Planning Framework to be put in place adding that the Human Resource departments were expected to have critical minds, analyzed objectives and give feedback on the planning frameworks to officers.
And Assistant Director Doreen Matambo said that the project started last year in January.
Ms. Matambo explained that its second Human Resource Planning Draft Framework to stakeholders was held in August 2014 in Siavonga where they developed tools to use when implementing Human Resource Planning Framework.
She further stated that so far her staff has gone to two provinces namely Central and now Western Provinces.
The government through the PSMD has developed the Human Resource Planning Framework (HRPF) to guide Ministries, Provinces and other Spending Agencies (MPSAs) on the Human Resource Planning.
