The Young African Leaders Initiative (YALI) says it see no difference in the approach to the constitution making process between new Justice Minister Edgar Lungu and his predecessor Wynter Kabimba.

YALI Governance Advisor Isaac Mwanza says Mr. Lungu has maintained the same position Mr. Kabimba held that the final draft constitution will have to be tabled by Cabinet before it is released to the public.

Mr. Mwanza says his organization has also notes that Mr. Lungu has further maintained that before a referendum on the constitution is held, a national census will have to be conducted.

He has told Qfm News that this is why YALI strongly holds the position that the current constitution making process will only be concluded through consensus where all stakeholders are brought on board to agree on the way forward.

Mr. Mwanza says it is for this reason that his organization favors its proposed 10 point master plan roadmap for enacting the country’s new constitution.
