Chipangali MP Vincent Mwale escapes Patrick Matibini’s punishment

MMD Chipangali Member of Parliament Vincent Mwale on June 18th escaped Speaker of the National Assembly Patrick Matibini’s punishment for using his IPad to film the chaos that characterized the house during the protest over the constitution by opposition Members of Parliament before the house adjourned in March.

Making a his ruling on June 18th, Dr Matibini said Mr Mwale breached the rules of the house which do not allow Members of Parliament to take pictures or film the proceedings of the house.

Dr Matibi reminded the Members of Parliament that the proceedings of the house are guided by the rules of the house as well as customs, practices and conventions existing in other Commonwealth Parliaments.

The Speaker said by taking an IPad into the house and using it to film the proceedings, Mr Mwale behaved in a dishonourable manner and breached the rule regarding the use of a device such as an IPad in house, therefore being out of order.

Dr Matibini however spared the Chipangali Members of Parliament the punishment on account being the first offender, but was quick to warn that a repeat of such a breach will attract stiff penalty.
