Mr. Kambwili has challenged opposition political parties and the civil society to fund the enactment of the draft constitution, stating that government has no money to conclude the constitution making process because it has prioritized development.
But NGOCC Executive Director, Engwase Mwale, has told QFM News in an interview that Mr. Kambwili should be the last person to comment on the constitution making process because of his purported uncoordinated statements.
Ms Mwale says the constitution making processing is a national matter and that there is no way CSOs and opposition political parties can fund it when it is the responsibility of government.
Ms Mwale says resources can be found in no time if there is political will coming from government to enact a new constitution.
But the Sports Minister has maintained that NGOs and opposition political parties and other stakeholders pushing for the enactment of a new constitution should find money to facilitate its enactment.
