SOME employees at the Ndola City Council (NCC) are said to be working with other people in a scheme where they backdate plot offer letters to disadvantage later recipients.
The scheme was uncovered when an alleged conman attempted to swindle someone who immediately alerted the police.
The alleged trickster was arrested in a company of friends from the council who scampered from the scene upon seeing council and State police.
An insider at the council said local authority employees were conniving with unscrupulous people to backdate offer letters in swindling members of the public.
NCC public relations manager Roy Kuseka said the matter was still under investigation but could not give details.
Copperbelt police chief Joyce Kasosa said police arrested a 34-year-old man of Pamodzi who authored a letter of offer for house number 11958 in Itawa.
Ms Kasosa said the man had been identified as Siangale Siamujaye and was in police custody and would appear in court soon.
She said Siamujaye had been arrested for false pretence and utterance of a false document when he authored a letter of offer.
She said the suspect was alleged to have received of K1,500 on March 11, 2014 in town centre area.
