Govt. embarks on developing budgeting policy development

Lusaka,  July 10, 2013,ZANIS  —-     Government says it  has embarked on the development of planning and budgeting policy aimed at operationalizing the planning and budgeting legislation.
 

Lusaka Permanent Secretary Brig. Gen Emeldah Chola says  the policy will be the basis for the enactment of the planning and budgeting legislation.

 
She has  noted that the legislation will strengthen the coordination of the national development planning and budgeting process as well as set clear and systematic approaches in undertaking national development planning.

 

 

ZANIS reports that the permanent Secretary said this  during a Provincial Development Coordinating Committee (PDCC) meeting in Lusaka today .

 
Brig. Gen Chola added that government will strengthen the planning and budgeting process in the province to ensure that resources are used wisely.

 

 
She said the objective of the planning and budgeting policy is to ensure that there are linkages among planning instruments such as vision 20130, the five year national development plans, the three year Medium Expenditure Framework and the Annual budget.

 
Brig. Gen Chola noted that the policy will also provide the operationalization development activities and to ascertain comprehensive monitoring and evaluation system.

 
She further urged stakeholders to play a critical role in the development of the planning and budgeting process to ensure that the measures stipulated are fundamental for the development of planning and budgeting systems in the
country.

 
And Ministry of Finance Director of National Planning Chola Chabala said there is need to identify the main points in the budgeting process.

 
Mr. Chabala said budgeting requires the creation of awareness and identifying the keys players that should have been used.
 
 He said there is also need to identify the way forward with regard to the planning  and budgeting process.
 
Mr. Chabala said the ministry is committed to working towards strengthening synergies and improve on them.
