AFTER four months of recess, the Second Session of the Eleventh National Assembly resumes sitting today with new lawmakers coming on board following three by-elections conducted in Lukulu West,
Livingstone Central and Kapiri Mposhi constituencies.
The House adjourned on March 15, this year after rigorous but successful deliberations that saw the lifting of former President Rupiah Banda’s immunity to pave the way for investigations into alleged corruption.
Among the Bills to be tabled during this sitting is the long-awaited Access to Information.
The House would welcome Patriotic Front (PF)’s Eddie Musonda, who is the new Kapiri Mposhi Member of Parliament (MP) after he dislodged Lawrence Zimba of the United Party for National Development (UPND).
The House will also receive the newly-appointed Deputy Minister of Information and Broadcasting Services, Poniso Njeulu, and Chiefs and Traditional Affairs Deputy Minister Taundi Chiseke from the back bench.
Chilubi PF MP, Obias Chisala joins his colleagues on the right bench following his appointment as Northern Province minister.
By-elections being awaited are in Feira Constituency, following area MP, Patrick Ngoma’s defection to the ruling party.
Also absent from the House would be Chipata Central MP Reuben Mtolo Phiri, whose seat was nullified by the Supreme Court, while  Solwezi Central MP Richard Taima and Mkushi Central Parliamentarian Musonda Mutale would also be out of the House following their defections to the PF.
Other MPs who would be absent from the House are MMD’s Maxwell Mwale of Malambo Constituency whose seat was nullified by the Supreme Court, and Kafulafuta’s James Chishiba who joined the PF.
Bouncing back to the House but now on the UPND platform would be  Lukulu West MP Misheck Mutelo, who was absent during the last proceedings after his seat was nullified but managed to successfully defend it after ditching the MMD.
The House considered six 2013 Bills namely, the Teaching Profession, National Health Research, Millennium Challenge Compact, Medicines and Allied Substance, Higher Education and the Bank of Zambia (Amendment).
