Headman 56, defiles a 12 year old girl

 

Luwingu, May 23-ZANIS ——- A 56 – year – old Muyembe village headman of Chief Chitoshi area in Mporokoso district has been arrested by police in Luwingu district for defiling a 12 year old girl of the same village contrary to the laws of Zambia.

 

Northern Province, Police Commissioner, Mary Chikwanda and Luwingu police officer in charge Mwelwa Sampa both confirmed the arrested of the traditional ruler to Zambia News and Information Services in Luwingu today.

 

Ms Chikwanda said police in Luwingu arrested and charged Patrick Mulenga Muyembe 56, a village headman for allegedly defiling a girl under the age of 16 contrary to the laws of Zambia.

 

She said the girl sustained bruises and deep cuts on her private parts as the village headman used force to penetrate.

 

“The victim sustained bruises on her left side of her private parts as force was used in the penetration as he was trying to enjoying sexual intercourse of a minor,” she explained.

 

Ms Chikwanda said the incident happened when the mother to the girl allowed her to continue selling local beer commonly known as Katata as she went to attend a meeting called by the Roman Catholic Church sisters in the same village.

 

She said that as the mother left the girl, a customer came to buy the local beer and when the girl entered the house, the village headman also followed behind and got hold of the girl vigorously and defiled her.

 

The Police Commissioner further said the girl cried uncontrollably in the hut, attracting the attention of other patrons who were drinking from the same place only to find the village headman zipping his trouser while smiling.

 

She said that among the people who found the village headman zipping his trouser included his best friend, uncle to the girl Andrew Muntwe who was trying to enquire what had happened to the girl, the village head ran into the nearby bush.

 

Ms Chikwanda said when the word went round the village, Community Crime Prevention Unit (CCPU) officers in the village tracked the footsteps in the bush and apprehended the headman and brought him to the police station in Luwingu together with the victim.

 

She said police issued a medical report form to the girl which she took to the hospital accompanied by police officers from CID section.

 

The Police Commissioner said the girl was examined by a medical officer who verified that the girl was defiled as semen and bruises were found on her private parts.

 

And Luwingu police Officer in charge assistant superintendent Sampa said the accused will appear before the magistrate court for the case of defilement contrary to section 138 (1) of chapter 87 of the laws of Zambia.

  

Mr Sampa said the village headman is currently in police custody awaiting court proceedings.
